APPLICANT REQUESTS THAT:

His initial enlistment grade be changed to Airman First Class 
(A1C, E-3) versus Airman Basic (AB, E-1).


APPLICANT CONTENDS THAT:

Based upon him having his bachelor’s degree, he should have 
enlisted as an E-3 instead of an E-1.

Exhibit A.


STATEMENT OF FACTS:

According to the applicant’s DD Form 4, Enlistment/Reenlistment 
Document, on 26 Feb 92, he entered active duty in the Regular 
Air Force in the grade of E-1.

According to the applicant’s AF Form 3005, Guaranteed Aptitude 
Area Enlistment Agreement – Non-Prior Service – United States 
Air Force, on 26 Feb 92, he accepted the terms of his 
enlistment agreement indicating that he was enlisting for four 
years in the grade of E-1.

According to Special Order AC-011049, dated 1 May 14, the 
applicant will retire from active duty, effective 1 Feb 15, in 
the grade of Master Sergeant (MSgt, E-7).


AIR FORCE EVALUATION:

AFPC/DPSIPE recommends approval indicating there appears to be 
an error or injustice in determining the applicant’s initial 
grade/rank upon entry onto active duty.  The applicant provided 
college transcripts indicating he completed 125 semester hours 
from calendar year 1985 through 1990.  In accordance with Air 
Force Recruiting Service Instruction (AFRSI) 36-2001, Table 
2.1., Enlistment Grade Determination and Factors, Rule 10, 
members who have satisfactorily completed 45 semester hours or 
67 quarter hours of credit from an accredited, degree-granting 
institution listed in the applicable AIPE directory for last 
year attended will enlist under the pay grade E-3/A1C.

AFPC/DPSOE recommends denial of supplemental consideration for 
promotion to the grade of Staff Sergeant (SSgt) indicating the 
added points are not sufficient enough as to render him a 
select for any previous cycle.  However, should the Board agree 
with AFPC/DPSIPE’s recommendation to correct the applicant’s 
initial entry rank to reflect A1C, they recommend the 
applicant’s Senior Airman (SrA) Date of Rank (DOR) be corrected 
to reflect 26 Jun 94.

Based on the recommended adjusted/corrected A1C DOR, the 
applicant’s DOR to the grade of SrA should be corrected to 
reflect 26 Jun 94 (28 months Time-in-Grade (TIG)).  

Based on the applicant’s 26 Feb 95 DOR to the grade of SrA, the 
first time he was considered for promotion to SSgt was cycle 
96A5.  With the correction to his SrA DOR, he would have been 
eligible for promotion consideration in the 95E5 promotion 
cycle.  His test scores from the 96E5 cycle would be applied 
retroactively and his total score would have been 215.20.  The 
score required for promotion selection was 295.78.

The applicant would have received four additional points toward 
TIG for all previous promotion cycles (96E5, 97E5 and 98E5).  
He missed promotion by more than four points on all previous 
cycles.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the 
applicant on 1 Aug 14 for review and comment within 30 days.  As 
of this date, no response has been received by this office 
(Exhibit E).


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant’s complete submission in judging the 
merits of the case and agree with the opinions and 
recommendations of the Air Force offices of primary 
responsibility and adopt their rationale expressed as the basis 
for our decision that the applicant has been the victim of 
either an error or an injustice.  Therefore, we recommend the 
applicant's records be corrected as indicated below.


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT, be corrected to show that: 

		a.  On 26 Feb 92, he enlisted in the Regular Air Force in 
the pay grade of E-3 for a period of four years.

		b.  He was promoted to the grade of senior airman (E-4), 
effective and with a date of rank of 26 Jun 94, instead of 
26 Feb 95.
